Scrapbook on precedents of American neutrality, 1865-1868.

An annotated scrapbook of printed letters, mostly to the editor of the Boston Daily Advertiser, in which Bemis replies to the letters of Historicus (i.e. William Vernon Harcourt) who had criticized various aspects of his work "Precedents of American Neutrality". The letters touch specifically on the case of the ship Cassius, the escape of the ship Alabama from British waters, the sale of the warship Meteor to Chile, and other issues of neutrality. Also includes a letter from Bemis to the editor of the New York Times, and correspondence between Harcourt and Lord Vere Henry Hobart, regarding the case of the Cassius addressed to the editor of the London Times. Also, letters in manuscript to and from Bemis on related issues.
