The National Congress of Parents and Teachers (now the PTA) was organized by Alice McLellan Birney and Phoebe Apperson Hearst in December 1896. The first national meeting of the National Congress of Mothers (as it was first called) was held in Washington D.C. in February, 1897. Janet Elizabeth Hosmer Richards (c.1860-1948) was born in Granville, Ohio. As a member of the League for Political Education (founded in New York City in 1894 and later Town Hall, Inc.) she addressed audiences both in this country and abroad on political and cultural topics. She also participated in the formation in 1897 of the first Congress of Mothers, which in the 1940s became the National Congress of Parents and Teachers.
