A native of Ohio, Baltzell moved to Illinois in 1858, where he worked doing farm labor and other jobs. He served in Company H, 10th Illinois Infantry, a three months regiment, April 29-July 29, 1861. On September 1, 1861 he enlisted in the 7th Illinois Infantry, serving until mustered out in July 1865. He married and became a farmer in Illinois.
