The convention was opened by the chairman Jesse Bartley Milam, Principal Chief of the Cherokee Nation. A list of registrants with roll numbers and city of residence is given at the end. Although the Treaty of Hopewell (1785) defined the boundaries of the Cherokee Nation and the U.S., Congress during the Confederation period was unable to keep white squatters off Cherokee lands.
