This series comprises records related to African American congregations started by the American Lutheran Church's (ALC) Commission on Negro Missions and its predecessors in the ALC and the Evangelical Lutheran Joint Synod of Ohio and Other States. The records are from 1929-1969, but the bulk date from 1940-1960). There are records that post-date the time period of the ALC, but were kept in this series for continuity purposes, as the congregation existed past the time period of the ALC and into its successor, The American Lutheran Church (TALC). Record types include handwritten and typewritten business correspondence, monthly attendance reports, church newsletters, mission reports, property documents, meeting minutes, and brochures. The bulk of the record type is business correspondence. Subject matter of this and other record types includes financial matters regarding budgeting and property matters, staffing concerns, congregation development, mission starts, and issues involving general congregational matters regarding membership, mission, and ministry.

The ALC met as a delegate body biennially in October, the time and place of which was determined by the president and Board of Trustees. All boards and standing committees sent their reports to the president at least sixty days before the convention, so that he could have them printed and sent to the delegates twenty days before the biennial meeting. Evangelical Lutheran Joint Synod of Ohio and Other States

Originally established as a special conference of the Pennsylvania Ministerium in 1812, the Joint Synod petitioned the ministerium to form an independent body in 1817, and in 1818 the first general conference of the synod was held in Somerset, Ohio.
