Athol Campbell Smith was born in Pilliga, NSW. His father was a drover. A. C. Smith was in the First Light Horse in WWI and became a King's Corporal. He was wounded in 1917 and stayed in the UK until 1927. He returned to Australia and joined the Department of Development and became Officer-in-charge of development in the Prime Minister's Department.
