The Royal Commission arose from charges of P. Brookfield, T.D. Mutch and E.E. Judd alleging that police had procured false evidence in the 1916 conspiracy trial of Charles Reeve and eleven other members of the Industrial Workers of the World. At the Commission Brookfield, Mutch and Judd were represented by R. Windeyer and C.M. Collins.
