Oil on canvas portrait depicts Governor Edward Tiffin, the first governor of Ohio. The portrait was painted around 1868, possibly by F.W. Hoffman. It is marked "Sprague 1922" on the back. This is thought to be the name of the restorer and the date of the restoration and cleaning. The portrait has a gilt frame.

He was an early settler of Chillicothe, Ohio and also served as U.S. Commissioner of Public Lands (1812-1814) and Surveyor General of the Northwest Territory (1814-1829).
