Samuel Winter Cook was born on March 12th, 1847 in Harrow, Victoria. He was educated at Cheltenham College and Cambridge University and became a Barrister and grazier. He served on the Portland Shire Council 1879-85 and was the leader of Western District graziers. He was the Victorian MLC for Western Province 1888-1901 and Honorary Minister 1893-94.
