Premier and governor of Western Australia. Began his career as a bank clerk and later bank manager, resigning when elected to the Legislative Assembly in 1905, as member for Northam, which he represented until defeated in 1933. He held various ministerial portfolios, and became premier in 1919. He went out of office in 1924, but headed a ministry in which he was premier and treasurer, during 1930-1933.
