Parts I and II of this work (1785), which consists of six parts, treat of religious affairs, among both the secular clergy and the monastic orders, and of the administration of justice. Part III (1785) concerns police problems and public morals. Part IV and V (1787) deal with domestic and foreign commerce, agriculture, industry, and related matters. Part IV (1787) criticizes the Regulations for Intendancies proclaimed on December 4, 1786, with suggestions for their reform. Printed in part by Carlos María de Bustamante in 1831, and in full in 1937 by Sociedad de Bibliófolos Mexicanos.
