Regarding the appointment of Francisco Padilla as political and military commander of Baja California when General Micheltorena assumes the same post in Alta California. Duque also expresses his wish that the current political chief of Baja California, Luis del Castillo Negrete, be allowed to return to Alta California and be given a judicial appointment there.
