Holley, lessee of the ferry near Niagara Falls, makes his case against a bill in the Canadian Parliment that would grant a monopoly to the Niagara Falls Suspension Bridge Company. Holley expresses his interest in building a second suspension bridge across the Niagara River. He refers to his correspondent as "your Lordship", but does not further identify him.
