Abuses in English convict prisons, 1887-1902.

The 1902 document states that William Tallack attempted to collect signatures of influential people regarding abuses in English prisons in 1887 and had collected those of John Bright, John T. Hibbert and Joseph W. Pease, but when the English House Secretary expressed disapproval, no further signatures were collected though the matter was brought to the attention of the Howard Association.
