The collection is primarily composed of Niblack's orders, communications, commendations, and other papers relating to his career in the Navy (1880-1923). There are no personal papers. Also included are the papers of Niblack's father, William E. Niblack, a Vincennes politician and Democratic member of Congress (1857-1861), consisting of his commissions, appointments, and other official documents (1843-1882), and two letters written by Niblack to the U.S. attorney general Jeremiah Black regarding the appointment of a district attorney in Indiana (1857-1858). Correspondents include George Dewey, John Long, W.H. Moody, and Woodrow Wilson.
