In addition to his career in education, the series contains information on the various committees and organizations he was associated with while he worked for the growth of vocational and technical education in the state of South Carolina. Of particular interest may be his work as Agricultural Consultant and Director of Manpower Development and Training Act for the State Committee on Technical Education and his association with the York County School Study Committee. Legislative correspondence (folder #31) includes letters from Strom Thurmond, Olin D. Johnston, Robert E. McNair, and Robert W. Hemphill.

Robert Witherspoon Hemphill (1915-1983) served in the S.C.
