Papers of a professor of political science at Marquette University who was a leading proponent of educational vouchers for private school students. The collection documents Rev. Blum's service activities both within and outside Marquette University. A majority of the records pertain to his role in the founding and leadership of Citizens for Educational Freedom and the Catholic League for Religious and Civil Rights, of which he was the first president.
