This document, signed by Wm. Dummer as the acting governor of the Massachusetts Bay Colony, appoints Joseph Hill and Samuel Camo as judges in the Inferior Court of Common in the County of York. At the time of this action, York County was part of Massachusetts; after 1820 it was part of Maine.

A native of Massachusetts, William Dummer acted as governor and commander in chief of Masssachusetts Bay from the departure of Samuel Shute in 1723 to the arrival of William Burnett in 1728. He conducted Dummer's War (which his predecessor had declared in 1722 against the Abenaki Indians of Maine) mainly on Massachusetts' northern and western frontiers.
