Discusses French influence on tobacco trade. Relates that Lord [Frederick] North has devised a plan to mitigate tension between the colonies and England by allowing colonial assemblies to tax themselves. Fears North's plan will not come to pass because British soldiers have already been transported to the colonies to enforce compliance to British law. Thinks the withdrawal of New York from the [Continental] Congress may cause instability that might result in the colonies' submission to England. Worries about a war's effect on trade.
