The document on a pre-printed form directs Thomas Barrow, Deputy Paymaster-general of His Majesty's Forces, to pay Captain Simon Fraser £531.4.3 1/2 for clothing furnished for the Corps of Guides and Pioneers, as accounted by Fraser and others in May 1778. The Corps of Guides and Pioneers was part of the American-based Loyalist Forces commanded by Clinton during the American Revolution.

Sir Henry Clinton was the son of Admiral George Clinton (c.1685-1761) and grandson of Sir Francis Fiennes Clinton, 6th Earl of Lincoln. His father was Governor General of Newfoundland, 1732-1741, and of New York, 1741-1751. Rather than follow his father into the navy, Sir Henry embarked on a military career.
