Growing up in the Garden City, Finney County, Kansas area, Richard J. Hopkins went to law school in Chicago, returning to Kansas in the early 20th century to practice law. During his career, he served in politics, including one term as lieutenant governor of Kansas, and as city attorney and Attorney General for Kansas, before going on to serve as a federal judge.
