A State Conservation Commission was first established by Chapter 644, Laws of 1911, as an uncompensated advisory body. The functions of the Board of Forestry (WIHV95-A528), the Fish and Game Warden, the State Park Board (WIHV95-A527), and the Commissioners of Fisheries (WIHV87-A1630) were consolidated and vested in a new State Conservation Commission under Chapter 406, Laws of 1915. Leopold was born in Burlington, Iowa and received a Master of Forestry degree from Yale University. In 1909 he joined the U.S. Forest Service and from 1914-1924 he supervised national forests in Arizona and New Mexico. He established the first wilderness area in the Gila National Forest, New Mexico and was a founder of The Wilderness Society. In 1933, he accepted the chair of Game Management at the University of Wisconsin, Madison, where he taught until his death on April 21, 1948....
