A film showing overcrowding and lack of adequate care at Northern Colony, an institution for the severely mentally retarded in Chippewa Falls, Wisconsin. The film was made during a tour of the facility by Governor John Reynolds in 1963, and was an attempt to demonstrate the need for more funding for the institution.
