Clarence Raymond Decker was born on December 19, 1904, in Sioux City, Iowa. He received his A.B. degree in 1925 from Carleton College, and his Ph.D. from the University of Chicago in 1928. From 1929 to 1931 he served as the Chairman of the English Department at Illinois Wesleyan University. From 1934 to 1938, he served as the Chairman of the English Department at the University of Kansas City, and he became the Vice-President of the University in 1938.
