Charles Wallace Collins was born in 1879 in Gallion, Alabama, but lived most of his life at Harmony Hall, an eighteenth-century house in Prince George's County, Maryland. During this time he was working in Washington, DC, as an attorney specializing in banking law, a librarian at the Library of Congress, and in high-ranking positions in the Office of the Comptroller of the Currency.
