Contains information on the evolution of public broadcasting within the state of Washington and on the role of the federal government in that evolution. Copies of a large number of television and radio grant applications are included, as well as an extensive amount of Commission correspondence. The files document the legislative efforts of the Commission, the various studies carried out by the Commission, and the public campaign to prevent the sale of Channel 13, KCPQ-TV, Tacoma, to a private owner.

The Washington State Educational Television Commission was created by the executive order of Gov. Albert Rosellini on 18 May 1962. The Commission was established in response to the passage of the Educational Television Facilities Act on 1 May 1962 by the U.S. Congress.
