When the Wisconsin Territory was organized by the U.S. Congress in 1836, the act provided for a Legislative Assembly that consisted of two houses: a House of Representatives with 26 members and a Council that consisted of 13 members. Robert McClelland was a Michigan congressmen and governor. He was born in Greencastle, Pennsylvania on August 1, 1807, and graduated from Dickinson College, Carlistle, Pennsylvania in 1829. He worked as a teacher before his admission to the Pennsylvania bar in 1831. McClelland moved to Monroe, Michigan two years later, becoming delegate in the state constitution convention in 1835. The Wisconsin National Guard was established as such by Chapter 208, Laws of 1879, but it was preceded by both a territorial and a state militia (WIHV91-A663).
