Chapter 183, Laws of 1931, renamed the Railroad Commission (WIHV85-A2016) as the Public Service Commission. Comprehensive motor carrier regulation was added by Chapter 488, Laws of 1933. Securities regulation was transferred to the Banking Dept. (WIHV86-A605) in 1937. The Reorganization Act of 1967 continued the commission as an independent regulatory agency. Legislation in 1857 first allocated money to establish normal schools in Wisconsin and called for appointment of a Board of Regents of Normal Schools. For several years, moneys were distributed to existing schools which offered a normal class, but after the Civil War steps were taken to actually site new schools devoted to teacher training.
