Executive Order 50 in 1977 established the Manpower Services Division within the Department of Industry, Labor and Human Relations (WIHV85-A482). Executive Order 14 in 1979 replaced this Division with the Employment and Training Services Division. The Governor's Employment and Training Office was created by Executive order 14 in 1979 to assume the function of the State Manpower Council (see WIHV85-A909). The State Manpower Council was established by Executive Order of the Governor in 1969, expanded in 1971 and designated the State Manpower Planning Council, and replaced by a new State Manpower Council in 1975.
