The State Manpower Council was established by Executive Order of the Governor in 1969, expanded in 1971 and designated the State Manpower Planning Council, and replaced by a new State Manpower Council in 1975. Executive Order 50 in 1977 established the Manpower Services Division within the Department of Industry, Labor and Human Relations (WIHV85-A482). Executive Order 14 in 1979 replaced this Division with the Employment and Training Services Division.
