Interview with Leonard S. ("Tex") Mewhinney concerning his experiences as a labor arbitrator in Denton, Texas. Mewhinney discusses his family background, his appointment to the Naval Academy in 1923, academics and hazing at the Naval Academy, his assignments in Nicaragua in the late 1920s, his experiences during World War II as a commander of the submarine "Saury" in the South Pacific, the torpedo problems during the war, and his teaching of management at North Texas State College in 1957. He also talks about his entry into labor arbitration work in the late 1950s, his early arbitration experiences, arbitration literature and assistance from Helmut Wolfe, the management-labor selection process of arbitrators, the preparation of management and labor before entering arbitration, and the typical arbitration procedure. Mewhinney comments on the importance of an arbitrator's strict neutrality at hearings, the National Academy of Arbitrators, expediting procedure, management's and labor's attitudes about arbitration, and training for arbitrators.
