The Hygienic Laboratory began as the Laboratory of Hygiene in 1887 at the Marine Hospital on Staten Island, N.Y. Its first director was Joseph J. Kinyoun of the Marine Hospital Service. It moved to the Butler building in the District of Columbia in 1891 and was officially named the Hygienic Laboratory. The Marine Hospital Service was reorganized and expanded as the Public Health and Marine Hospital Service in 1902.
