Henry Stafford Neal was an attorney and Republican Congressman from Ohio. He was admitted to the bar in approximately 1851 and commenced practice in Ironton, Ohio. Neal was elected to the 45th, 46th and 47th Congresses. He served from 1877 to 1883, and as chairman of the COmmittee on District of Columbia during the 47th Congress.
