Born in Rapides Parish to James Carey Workman, a physician who had relocated from Pennsylvania to Louisiana, and Martha Adelaide Cheney, a Louisiana native, James H. Workman and his elder brother John David Workman were separated when their mother died and James and his younger sister were sent to Philadelphia, Pennsylvania, to be cared for by paternal relatives.
