Anne B. Fisher was born Evelyn Anne Benson on February 1, 1898, in Denver, Colorado. She attended the University of Denver and the University of Colorado Medical School, and trained a a nurse. After graduation in 1918, she worked as a field bacteriologist for the U.S. Bureau of Animal Industry and established a clinical laboratory in Salinas in 1920.
