Confiscation decrees, 1863 Aug. 13-Sept. 1.

The decrees, carried out by Benjamin Flanders, authorize the confiscation of properties for non-payment of taxes. The confiscated properties were formerly owned by Confederate sympathizers and include a vacant lot on 3rd St. owned by Sam Todd, formerly a Captain in the Confederate Army; a two-story building and lot on Washington St. owned by E. H. Wales, a "Secesh absentee"; and a house and lot, 274 Carondelet St., belonging to John Smoker, "absent, Secesh."
