The Pastoral Care Network for Social Responsibility (PCNSR) had its roots in a caucus convened by Howard J. Clinebell at the annual convention of the American Association of Pastoral Counselors in April 1983. Howard John Clinebell was born in Springfield, Illinois on June 3, 1922 to Howard J. and Clem (Whittenberg) Clinebell. He graduated from DePauw University in 1944, and received his B.D. from Garrett Theological Seminary in 1947. After receiving a Certificate in Applied Psychiatry for the Ministry from the William A.
