"The Commission on Higher Education is designated the State Agency for Higher Education (SAHE) responsible for administering Alabama's higher education program and activities" (AAC, 300-2-6-.02). The Federal Programs Section of the Division of Planning and Coordination monitors institutions receiving funding under Title II, Part A of the Elementary and Secondary Education Act of 1965 (ESEA), enacted in the Augustus F. Hawkins - Robert T. Stafford Elementary and Secondary Improvement Amendments of 1988 (P.L. 100-297). This act "reauthorizes the mathematics and science education program," (AAC, 300-2-6-.01) established by Title II of the Education for Economic Security Act which it replaces. "The purpose of the program is to improve the skills of teachers and the quality of instruction in mathematics and science" (AAC, 300-2-6-.01). This series consists of program files which provide a historical profile of federally sponsored math-science programs in the state. Typical records found in these files include correspondence with institutions and USDE regarding funds; federal regulations governing programs; final reports by institutions receiving funding containing details regarding project implementaion, management, and outcome; final reports by the Commission containing statistics on the annual number of participants and public schools involved; copies of the report submitted to the USDE summarizing all activity with the math-science program; reports from independent consultants relating to the decision to fund a project; requests for proposals; abstracts of all grants; audit reports; lists of funded institutions; and activity files on all programs implemented including videotapes of classroom activities.
