Notes that British authorities have no objection to Pintard's remaining in New York to receive and distribute supplies sent for the American prisoners, but he may not purchase anything there. Also concerns numbers of men imprisoned and paroled (by rank), a formula for the exchange of prisoners, distribution of pay and provisions to prisoners, and the whereabouts of several individual prisoners.
