These records document communication between Governor John Young Brown and the General Assembly regarding affairs of the Commonwealth. Included is a report of the receipt of $606,000 from the federal government, as a reimbursement for the direct tax levied on the state during the Civil War; an explanation of Brown's refusal on constitutional grounds to approve a House bill which would have allowed time off for good behavior for prisoners in the state penitentiary; and a list of candidates for positions in the state's lunatic asylums, as proposed by the governor for the Senate's approval.
