This volume records coupons submitted for payment or cancellation after January 1, 1921, which had been attached to bonds issued under acts passed by the General Assembly on February 14, 1882, and February 20, 1892, but had not yet been redeemed. The coupons recorded in this volume are February 14, 1882, $100 (nos. 7-1423) and $1000 (nos. 1-7955); February 20, 1892, $500 (nos. 17-7748) and $1000 (nos. 15-19385).

Harrison Holt Riddleberger was born in Edinburg, Shenandoah County, Virginia in October 1844. He served in the Confederate cavalry. Riddleberger was a newspaper editor, studied law and practiced in Woodstock, Virginia. He was a member of the Virginia House of Delegates, 1871-1875; Commonwealth's attorney of Shenandoah County; a Democratic Party elector; and was elected as a Readjuster to the United States Senate where he served from 1883-1889. Acts of the General Assembly passed in 1819, 1821, and 1825 provided for "clearing and improving the navigation of the James River and for uniting the eastern and western waters, by the James and Kanawha Rivers, and for other purposes."
