These records document Governor Edwin P. Morrow's use of the governor's power and privilege to review and take action on parole recommendations made by the State Board of Charities and Corrections. Individual and group recommendations were sent to the governor for review and final decision. The date of executive action was usually the same as the date of the board recommendation. The recommentations of the Parole Board include the name of the prisoner, offense and sentence, and reasons for recommending the parole. In considering group recommendations, the governor usually entered only the names of approved parolees in the executive journal, omitting the names of those rejected.
