This series consists of the administrative files of Governor Houston which contain correspondence, balance sheets, newspaper articles, speeches to the General Assembly, copies of Acts, statements listing state bonds and coupons, telegrams, annual reports, a physician's report from the State Penitentiary, records of real estate sold by the Mobile Co. tax collector, Supreme Court supplemental briefs, reports from the debt commissioners, etc. The bulk of this series pertains to the debt of the State of Ala., the state bond issue, and reports from the debt commissioners. The financing of railroads brought Ala. to the brink of bankruptcy. Financing of railroad systems accounted for $17,000,000 of the total estimated $25,000,000 Ala. debt incurred after the Civil War. Governor Houston established the Debt Commission, on which he served as ex-officio chairman. This series reflects Ala.'s attempt to ascertain and adjust the state debt. The commissioners were L.W. Lawler, T.B. Bethea, and Gov. Houston. The act that was passed on 1874 Dec. 17, which called for the "appointment of commissioners to liquidate and adjust all claims against the State of Alabama," requested that "all persons holding bonds issued or indorsed by the State, to forward to us . . . a statement showing the amount of bonds held by them . . ." Therefore, this series consists mainly of letters from individuals and financial institutions to the commissioners, listing Ala. state bonds. The speeches are those presented by Gov. Houston before the annual session of the General Assembly.
