Alludes to the Royal warrant of Dec. 2, 1671, by which Sir John Nicolson was granted "an imposition of two shillings eight pennies Scotts money upon each pound weight of tobacco brought from the plantations in Scotts bottomes, and of four shillings Scotts upon each pound of tobacco brought from the plantations in forreigne bottomes and of four shillings Scotts upon each pound of tobacco brought in whatsoever bottomes from any other place than the plantations" to any place within the kingdom of Scotland.
