All agencies whose operations affect the rights and duties of the public are required to maintain an Administrative Code (Ala. Code, 41-22-2 [1975]). Prior to the adoption, amendment or repeal of any rule an agency is required to file its intended action with the Legislative Reference Service so that the proposed rule can be published in the Administrative Monthly (Ala. Code, 41-22-5 [1975]). This series consists of Transmittal Sheets (Form APA-5), Notices of Intended Action (Form APA-6), copies of the proposed rule, correspondence, transcripts and records of public hearings, and other records used to inform the Legislative Reference Service of proposed new regulations or regulations that are to be amended or deleted from the Administrative Code.
