The State Auditor was responsible for keeping records of the fiscal affairs of the state according to the 1875 Constitution, Act V, Sec. 24. These ledgers were used to keep a record of allotted expenditures by the various departments. The cards show the department or fund numbers, requisition dates, amount of the requisitions, and total amount encumbered. When invoices were paid, the name of the payee, date of payment, invoice number, and amount paid are shown and the amount paid is deducted from the encumbered total.
