George Mercer writes to his brother James about his poor health which prevents him from returning to Virginia, how he has been detained in London by Lord Hillsborough, his appointment as a lieutenant governor which has not been published because of the danger of suspension and it would be changed to captain general. He continues with news of the supplies and goods (china, boots, birds) ordered and prepared for shipment, his approval of Lord Botetourt's appointment as governor of Virginia and mentions his good qualifications, he comments on Lord Hillsborough's good intentions for Virginia, and assures his brother that accounts past due for the campaign under Braddock will be paid by the Crown to the people of Virginia. Mercer mentions Lord Botetourt's needs on arrival in Virginia and asks his brother to procure an assistant, he writes about local elections in Virginia, how the Acts of the Virginia legislature would likely draw adverse reaction in England, he declines election in Frederick. On personal business, Mercer sends a bill of lading for Madeira wine previously shipped, asks for information about his estate in Virginia, hopes for the sale of his tobacco at Virginia prices rather than risk shipment to England, and wishes his brother happiness.
