Handwritten and signed letter, dated 20 Jan. 1880, and addressed to Albert Carrington. Also included is a handwritten and signed reply by R. R. Anderson, dated 23 Jan. 1880, and written on the same page as the 20 Jan. letter. Reynolds writes about the prospect of prisoners getting passes to get out of prison. Anderson responds that the matter could be addressed by the territorial legislature. This Anderson may have been Rufus Anderson.
