Policy development files, 1980-[ongoing].

This series contains the files created in the process of policy development within the Division of Wetlands and Waterways and its predecessors. Earlier policy tended to be developed on an ad hoc basis but since 1988 the department has required intra- and interdivisional inputs, comment and interaction. While no hearings are held and exteranl comment is not solicited on policy development, extra departmental comment is received and considered. Files contain various data received, policy statements drafts and commentaries, and final signed policy statements. Policy statements are promulgated through house organs and by the Massachusetts Association of Conservation Commissions.
