ALS by Sherman, 24 Feb., asserting the right of his troops to forage on the country, protesting the killing of Union foraging parties, and warning of his intention to kill his Confederate prisoners in reprisal. With copy of Hampton's reply, accusing the foragers of burning houses and assaulting women, accusing Sherman of permitting the burning of Columbia, and declaring that he will kill two Union prisoners for every Confederate prisoner killed.
